Frequently asked questions

Why is the Jones Estate Land being developed?

The Jones Estate Land is private land and is not public green space. The parcel is designated within the Urban Reserve land use district. The Town of Cochrane Land Use Bylaw specifies that the Urban Reserve Land Use district is intended to act as a holding district until development of the land occurs. The landowner has a right to apply for land use and develop it in accordance with municipal bylaws.

What is the process for developing the Jones Estate Land?

A land use redesignation is the first step towards development of the Jones Estate Land. Over the next few weeks, we will be conducting engagement and hosting meetings with the local condominium boards, community association and, in Jaunary, a community engagement event open to the broader community. This will be done prior to submitting a land use application to the Town of Cochrane.

After the application is submitted, the Town of Cochrane Administration will review the proposal to ensure that it aligns with Town policies and technical requirements. Once Administration has completed their review and QPD has had an opportunity to adjust the application based on Town feedback, the application will be presented in front Council.

In Cochrane, Council adopts or amends the land use bylaw by voting through three separate readings of the bylaw and a public hearing is held between first and second reading. The public is welcome and encouraged to attend the public hearing and speak in favor or in opposition to a proposed land use redesignation.

How will this process be different from the previous application processes?

QPD is aware that proposals to redevelop this land have been unsuccessful twice before, and acknowledges that the community did not feel heard or adequately engaged during the two previous application processes. The land has been recently sold and the previous applicants are no longer involved in the process. QPD is looking forward to a fresh start on the project and working with the Town and community to find a balance between the needs of the existing GlenEagles community, the technical requirements of the Town, and the land owner’s objectives.

In addition to engaging with the community to find solutions, QPD is committed to ensuring that the land use application process is completely transparent. We will be posting all application materials, meeting notes and engagement summaries on the project website.
